Decentralized Natural Resources

From 2005 to 2006, Hatfield completed an Asian Development Bank (ADB) technical assistance project to improve and diversity the livelihoods of coastal communities within select pilot regions of Java, Sumatra, Lombok, and Kalimantan, Indonesia. Hatfield evaluated the impact of decentralization on the provincial and district planning agencies’ capacity to manage natural resources as well as land and marine environments. We also provided support to the Government of Indonesia in initiating a capacity-building program for the planning agencies, particularly at the district level. The project was part of an ADB proposed loan project to rehabilitate and enhance coastal marine habitats.

Objectives of the project included:

  • Upgrade small-scale coastal fisheries infrastructure.
  • Improve and diversify the livelihoods of people living in coastal communities.
  • Provide policy and institutional support in the coastal fisheries sector, primarily to stakeholders at the local level.

Extensive field work and community surveys were conducted to prepare site-specific resource and environmental profiles, and to develop a comprehensive integrated coastal fisheries management program. Hatfield prepared the costing of program components for the proposed loan project and prepared technical reports and supporting documents for the ADB.
