PT SMI is a Government of Indonesia owned company structured as a private non-bank financial institution under the Ministry of Finance, and provides support for accelerating infrastructure development in Indonesia. Support provided by PT SMI focusses on the following “three pillars”; financing and investment, advisory services, and project development. Under the Project Development pillar, PT SMI, in partnership with the GGGI (Global Green Growth Institute), conducted a feasibility study that included an extended cost benefit analysis (eCBA) for a solar PV Power Plant located within a tourism estate near Mandalika, Central Lombok. The tourism estate is managed by ITDC (Indonesia Tourism Development Cooperation).
PT SMI retained PT Hatfield Indonesia (PTHI) to implement a Social and Environmental (E&S) Feasibility Study, to supplement the eCBA study for the solar PV power plant project. The E&S study consisted of the following four main analyses; 1) a risk assessment to support the selection of a project site; 2) impact assessment; 3) policy analysis, and 4) identification of E&S requirements for the project. The eCBA study referred to the Guidelines published by the GGGI, while the environmental and social assessment referred to Indonesian regulations, IFC Performance Standards and PT SMI’s Environmental and Social Safeguards.
Activities completed by PTHI included a review secondary data; project site observation/data collection and stakeholders engagement; risk and impact assessment; and an extended cost benefit analysis. Project deliverables included: a Risk and Impact Assessment Report, Environmental Management and Monitoring Framework, and an Extended Cost Benefit Analysis report.
